Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the immense confusion following the American military actions on Venezuela, the apprehension of President Nicolás Maduro, and Donald Trump's announcement that the US will “control” the country and “seize control of the oil”, a single fact remains evident – they set a truly chilling precedent.

A Grim History and a New Escalation

The United States carries a troubling legacy of interference, invasion and occupation in Latin America, but the early hours of Saturday saw its premier large-scale offensive on South American land. “The preeminence of America in this region is now beyond dispute,” Mr Trump declared.

The decision to unilaterally attack another state and abduct its leader – mere days after he openly looked for a diplomatic solution – has still wider repercussions. We all have reason to be worried.

Deep Instability for a Nation in Crisis

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face extreme instability in the best case. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected prominent critic and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the temporary head of state, has so far struck a defiant tone – and other parts of the headless administration are considerably more radical.

A Shift in Global Role

A man who was elected pledging to stop foreign wars now says he is “unconcerned about deploying troops”. Rebranding the Department of Defense as the Department of War was not merely symbolic. He does not see the world’s superpower as a global policeman; he is converting it into a lawless actor.

He holds the view that the US’s might permits it to do as it wishes with minimal cost: observe the strikes on Nigeria, on Iran’s nuclear facilities. He asserts that control of Venezuela's petroleum means this most recent venture “will pay for itself”.

An Attack Without Legal Justification

George W. Bush initiated war in Iraq on a lie. But this unlawful assault came absent any United Nations mandate or the consent of the US Congress; key legislators received no advance notice and say they were deliberately deceived in briefings. Mr Trump doesn’t seek to bend international norms, but to shatter them.

Set aside the message this sends to Vladimir Putin, Xi Jinping and others, and question the future path of the United States. While the raid is said to have slain 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s escalating feeling of being untouchable will almost certainly fuel further adventurism.

The Stated Reason Versus the Real Aims

Few believe the justification that this is related to the drug trade. Venezuela is only a small transit route for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself made it clear that he is motivated by the lure of oil as well as personal bravado, the ideology of some in his administration, and the quest for a legacy as domestic popularity wanes.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with notable outliers – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was welcome, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could yet press him to focus on domestic issues once more – but soaring healthcare premiums, public anxiety over the economy and ongoing controversies increase his appetite for distraction.

Barely 12 months into his four-year term. World leaders may come to rue the day if they remain quiet at this juncture, given what – and who – could be next.
